Abstract

The digital transformation of government goods and services procurement through electronic procurement (e-procurement) encourages greater transparency, efficiency, and accountability. however, the level of participation of local micro, small, and medium enterprises (MSMEs) remains varied, particularly in developing regions. this study aims to analyze the implementation of e-procurement on the involvement of local msmes in mandailing natal regency and to identify supporting factors, obstacles, and strategies to increase participation. a mixed-methods approach was applied by combining quantitative and qualitative methods through surveys, observations, and in-depth interviews with msme actors, commitment-making officials (PPK), and staff of the procurement service unit (ULP). data were analyzed using multiple linear regression and thematic analysis. the results indicate that the variables of procurement type, raw material availability, and technological capability significantly affect MSMEs involvement in the e-procurement system (p ¡ 0.05). the main obstacles include limited digital competence, uneven internet access, and perceptions of administrative complexity. the study recommends capacity-building training programs to improve MSMEs competence in e-procurement processes. this research contributes to inclusive local government strategies to promote local economic growth through the digitalization of procurement activities.
