- Abstract
As China’s traditional infrastructure market becomes increasingly saturated, urban development is shifting its focus toward optimizing existing spaces and enhancing functionality. District development has emerged as a key strategy for promoting high-quality urban growth. However, due to various internal and external factors, managing such development presents complex challenges. This paper uses the Central Innovation District of Jinhua City as a case study to develop a project management platform for urban district development based on the City Information Modeling (CIM). By addressing critical issues such as funding constraints, coordination difficulties, and decision-making challenges, the platform offers valuable insights for managing future urban district development projects.
