Abstract

This research seeks to conduct a legal analysis concerning the obligation to pay royalties for songs and/or music performed at wedding receptions in Indonesia. The central issue revolves around the ambiguity in existing regulations regarding who bears the legal responsibility for royalty payments-whether it is the bride and groom, the event organizer, or the venue manager-and which party has the authority to supervise the enforcement of these payments. The study employs a doctrinal methodology to review the provisions in Law Number 28 of 2014 on Copyright and Government Regulation Number 56 of 2021 on the Management of Copyright Royalties for Songs and/or Music, alongside a normative legal approach. It also investigates factors that affect compliance among industry participants with royalty obligations and the mechanisms of oversight. The findings are intended to contribute to a fairer and more practical legal framework for managing royalties in non-commercial contexts, such as wedding events.
