Abstract

The implementation of Law No. 22 of 2022 on Corrections introduces a new paradigm within Indonesia’s correctional system. This study analyzes the synchronization between regulations and the implementation of the rights of Correctional Inmates (WBP) in the post-enactment era of this law. Using a normative juridical approach combined with descriptive-qualitative analysis, the study evaluates the effectiveness of rights protection for inmates, identifies challenges in implementation, and provides recommendations for systemic improvements. Data were collected through document studies, in-depth interviews with stakeholders, and field observations at several correctional institutions. The findings reveal that although Law No. 22 of 2022 provides a more comprehensive legal foundation for the protection of inmate rights, gaps remain in its practical implementation. The primary challenges include limited resources, institutional resistance, and inadequate inter-agency coordination. The study recommends strengthening institutional capacity, harmonizing derivative regulations, and developing a more effective monitoring system. These findings contribute to the advancement of a more dignified correctional system that aligns with human rights principles.
