Abstract

Corporate Social and Environmental Responsibility (CSER) is a form of moral and social responsibility of the business world in maintaining a balance between economic interests, environmental preservation, and community welfare. In North Sumatra Province, economic activities that still depend on the exploitation of natural resources have given rise to various problems, such as environmental degradation, social inequality, and potential conflicts of interest between companies and local communities. These conditions reinforce the need for the establishment of a Regional Regulation (Perda) on CSR as a legal instrument to regulate the implementation of social responsibility in a fair, transparent, and sustainable manner. This regulation is expected to strengthen sustainability-oriented corporate governance and ensure equitable economic benefits for communities in the vicinity of operations. This study uses a normative legal method with a legislative, conceptual, and sociological approach to analyze the legal basis, urgency, and policy direction of TJSLP regulation in the region. The results of the study show that the formation of the TJSLP Regional Regulation is a strategic step in supporting the achievement of sustainable development goals (SDGs), strengthening corporate accountability, and building synergy between local governments, business actors, and the community to create a balance between economic growth, environmental preservation, and social justice in North Sumatra Province
