Abstract

Effective and accountable public policy-making requires analytical tools that can ensure that every regulation provides optimal benefits for society. Regulatory Impact Assessment (RIA) is one such tool used in various countries to evaluate the impact of a policy before it is implemented. This study aims to formulate an ideal concept for benefit-based RIA in public policy-making in the city of Jambi. The research method used is normative legal with a conceptual and comparative approach, through literature review, analysis of legislation, and examination of best practices in RIA in countries such as Australia and Canada. The results of the study indicate that the implementation of benefit-based RIA in the city of Jambi has the potential to improve policy quality, strengthen state administrative accountability, reduce the potential for regulatory overlap, and expand public participation. The main obstacles identified include limited human resources, a lack of valid data, and a low level of technical understanding of RIA. The conclusion of this research emphasizes that integrating RIA into the regional planning and budgeting cycle, with regulatory support, capacity building for government officials, and broad public involvement, is a strategic step toward achieving effective, accountable, and sustainable governance in the city of Jambi.
