Abstract

The increasing problems related to illegal cosmetic product crimes in the jurisdiction of the North Sumatra Regional Police are inseparable from the lack of legal awareness among business actors and the public in making, producing, selling, and using these cosmetics illegally. Based on the above, the substance of the problem is threefold: what are the causes, what are the obstacles, and what efforts Sub-Directorate I Indag Ditreskrimsus Polda Sumut in tackling illegal cosmetic product crimes in the jurisdiction of the North Sumatra Regional Police. The research method uses a normative descriptive method with a normative and empirical legal approach. The normative legal approach is to determine the extent of legal principles, vertical/horizontal synchronization, while the empirical legal approach is in principle a sociological approach to law as an empirical phenomenon that can be observed in everyday life. From the research results, the policy of Illegal Cosmetics Product Crime in the North Sumatra Regional Police Jurisdiction can be carried out using penal means by using the National Police Law and related laws. While future anticipatory efforts can be through normative and juridical approaches, namely collaborating with related cross-sectors, preparing various ideal regulations with naughty business actors and the community. While non-penal means by carrying out cross-sectoral cooperation such as legal education approaches, legal socialization, culture as preventive efforts to realize legal awareness programs for the people of North Sumatra.
