Abstract

A motorcycle gang refers to a community of individuals who share a mutual interest in motorbike riding. Nevertheless, this perception has shifted due to the increasing number of social and criminal issues linked to motorcycle gang members. The members’ lack of emotional control and their tendency toward egocentrism are key factors behind many of the problems that arise within these groups. This study employs two research methods: normative legal research and descriptive field research. The theoretical foundations used include law enforcement theory, criminalization theory, and crime prevention theory. The findings indicate that the legal approach to handling acts of violence and street crimes committed by motorcycle gangs emphasizes a diversion process, as outlined in Law Number 11 of 2012 on the Juvenile Criminal Justice System. Several factors influence the implementation of these regulations, such as law enforcement effectiveness, the availability of infrastructure and facilities, the fact that many offenders are still students, the degree of community involvement, limited operational vehicles, the role of parents, and the rapid development of technology which can act as an inhibiting factor. The Deli Serdang Police implement preventive, repressive, and pre-emptive strategies as part of their efforts to address these issues.
