- Abstract
In January 2020, an epidemic caused by the Coronavirus disease (COVID-19) outbreak became widespread to many countries in the world. The COVID-19 outbreak raised concerns on the negative impact towards sea transportation on mainly foreign and domestic shipping that ply global international routes. The objective of this study is to analyze the measures taken by countries in handling the COVID-19 outbreak in the field of sea transport and implementation of regulations of Circular Letter No.4204/Add.3: 2 March 2020; Operational considerations for managing the COVID-19 cases/outbreak on board ships issued by IMO in respect of ship management identified with carrying passengers infected with the COVID-19. Methods: The global governance framework including problems, tools or regulations, and actors related to travel health were used to analyze the issues involved. The Result of this analysis show that there has been a standard practice implemented by IMO in the management of the COVID-19 in the field of sea transportation and comparative regulations from several countries in which Australia and Singapore have implemented in detail and by which would enable Indonesia to adopt the same with some modifications.
