Abstract

Poverty alleviation in East Java faces various challenges in its implementation, such as inaccurate data, a top-down approach that does not sufficiently involve the community, and suboptimal coordination between institutions. Based on an analysis of poverty policies in several districts and cities, this study identifies the importance of a collaborative approach in overcoming these problems. The pentahelix collaboration model, which involves the government, the private sector, academics, the community, and the mass media, can strengthen the synergy between actors in reducing poverty. A well-run collaborative process enables the formation of more targeted and sustainable policies. This approach also emphasizes community empowerment through active participation in the planning and implementation of poverty programs, as well as the use of more accurate data for more effective interventions. This study found that the roles of each actor in the collaboration need to be balanced to achieve optimal results, with each party having clear contributions and responsibilities. Therefore, a collaboration model that focuses on community empowerment and active participation is key to poverty alleviation in East Java.
