Abstract

The development of the Nusantara Capital City (IKN) in Indonesia not only represents a political and administrative transformation but also presents a strategic challenge in realizing sustainable food security. The spatial planning changes and demographic dynamics accompanying the IKN development raise concerns about the local food system and the cultural resilience of the local communities. This research aims to analyze the transformation of public policies related to food security and to examine the revitalization of local wisdom as a strategic component in achieving sustainable food governance in IKN. The research uses a descriptive qualitative approach with policy analysis and case study methods. Data was obtained through document review, in-depth interviews with policymakers, and focused group discussions with local communities in the IKN area and its buffer regions. The results show that the food policy transformation in IKN is undergoing a paradigm shift from a centralistic, production-oriented model toward a collaborative, ecosystem-based approach. Local wisdom, manifested in traditional farming systems, community food barns (lumbung pangan), and the gotong royong (mutual cooperation) tradition, plays a vital role in strengthening social cohesion and maintaining ecological balance. However, the integration of local values into the national policy framework remains partial and uneven. This study concludes that the revitalization of local wisdom in the public policy transformation process is key to achieving sustainable food security in IKN. The recommendations proposed include the institutionalization of participatory food policies rooted in local culture to ensure resilience, inclusivity, and ecological sustainability in the governance of IKN.
