Abstract

This research is motivated by the importance of preserving Reyog Ponorogo culture, which serves as both a regional icon and an intangible cultural heritage recognized by UNESCO. Despite its great potential as a tourist attraction, the development of Reyog culture faces challenges such as modernization, limited resources, and low community participation in culture-based tourism management. The main issue of this research is how the process of collaborative governance contributes to strengthening the Reyog culture and its impact on the development of sustainable tourism in Ponorogo Regency. This study uses a qualitative descriptive approach, with data collection techniques including observation, semi-structured interviews, and documentation. The research informants include local government officials, Reyog community leaders, art council members, academics, and local artists. Snowball sampling was employed to expand the data sources. Data analysis was conducted interactively using the Miles and Huberman model through stages of data reduction, presentation, and conclusion drawing. The results show that the implementation of collaborative governance follows four building blocks as outlined by Malekpour: awareness of the importance of collaboration (why), context and supporting factors (what), identification of actors and roles (who), and coordination mechanisms (how). Collaboration among stakeholders strengthens the preservation of cultural values, increases community participation, and creates a tourism ecosystem based on local wisdom. The positive impacts are reflected in increased cultural awareness, local economic welfare, and the enhancement of sustainable tourism appeal.
