Abstract

This comparative study examines the dynamics of women’s representation in the Indonesian and Turkish parliaments by integrating Pitkin’s representation theory with Feminist Institutionalism. This study identifies a theoretical gap by demonstrating that gender transformation necessitates the integration of formal rules, informal norms, and women’s strategic capacity to capitalize on institutional opportunities, including the ability to adapt to digital spaces as contemporary arenas for advocacy and resistance. The study concludes that electoral quotas are only the initial foundation. A supportive political ecosystem is needed, including opening access to strategic positions, strengthening capacity, and protecting against discrimination. These findings contribute to the development of political representation theory by offering an integrative perspective on gender transformation in legislative institutions.
