Abstract

This study aims to analyse the role of development administration in realizing sustainable environmental management in Antapan Village, Baturiti District, Tabanan Regency. The research focuses on the planning, implementation, monitoring, and evaluation processes carried out by village government apparatus and related stakeholders in managing environmental aspects such as waste, land conservation, and natural disaster mitigation. The method used is a qualitative approach with a case study strategy. Data were collected through in-depth interviews, field observations, and documentation studies. The results show that development administration acts as a main catalyst in integrating environmental agendas into village development, as reflected in the implementation of source-based waste management programs and disaster mitigation activities. However, its effectiveness is still constrained by limited administrative resources, suboptimal inter-institutional coordination, and less than optimal community participation. The implications of this research are the need to strengthen village institutional capacity, increase specific budget allocations for the environment, and adopt a more participatory and integrated approach in development planning.
