Abstract

The National Rural Priority Area (KPPN) Program is a regional development strategy aimed at accelerating rural development through a thematic, holistic, integrative, and spatial approach. East Kutai, a regency in East Kalimantan Province, has been designated as part of the KPPN. This article analyzes the management of KPPN development in East Kutai using the POAC approach (Planning, Organizing, Actuating, Controlling) and planning ethics (procedural, communicative, social, economic, and environmental). The method used is qualitative analysis through document studies and content analysis. Findings reveal issues in spatial planning and program implementation, such as the mismatch between the spatial plan (RTRW) and the actual needs of rural communities. Political and institutional coordination barriers also present significant challenges. This article concludes that successful rural development management heavily relies on the alignment between technocratic aspects and planning ethics.
