Structural Challenges and Digital Transformation in Community Elderly Care Management in Chengdu: an Analysis Based on Qualitative Interviews

Abstract

With the accelerating aging of Chinese society, community-based elderly care, as an important bridging mechanism between home-based elderly care and institutional elderly care, has been entrusted with an increasing number of policy responsibilities and service functions in major Chinese cities. As one of the cities with a relatively high aging population rate in the western region, Chengdu’s community elderly care system is facing multiple challenges in terms of security, fairness and technological transformation. Based on semi-structured interviews with 15 community elderly care practitioners and combined with NVivo software for theme coding and qualitative analysis, this article focuses on identifying three major structural problems existing in the current community elderly care service system: shortage of human resources, uneven distribution of infrastructure and resources, and restricted application of digital health technology. Further research indicates that while technological innovation has brought about efficiency improvements, it has not effectively alleviated the service accessibility barriers faced by vulnerable groups; instead, it has exacerbated the social service gap. On this basis, this paper puts forward policy suggestions for strengthening the construction of grassroots professional teams, optimizing the resource allocation mechanism, and promoting the integration of digital technologies suitable for the elderly.
