- Abstract
Ports are vital infrastructure in facilitating trade, goods distribution, and human mobility. Enhancing port services is essential to ensure the smooth and efficient handling of cargo operations and the movement of goods and people. One critical aspect of improving port services is increasing the efficiency and effectiveness of wharf utilization. Tanjung Kalian Port, located in Bangka Belitung Province, serves as a key port connecting the region to other islands and international trade routes. However, with economic growth and rising traffic volumes at Tanjung Kalian Port, several challenges related to wharf services have emerged. Issues such as delays in docking due to unprepared cargo handling processes, sedimentation, slow loading and unloading operations, and inefficient management hinder productivity and reduce the port’s competitiveness.
Effective strategies are needed to enhance wharf services at Tanjung Kalian Port. One potential approach is the regional approach method, which emphasizes holistic management based on the geographical, social, economic, and infrastructural characteristics of the area surrounding the port. By applying this approach, integrated and sustainable solutions for improving wharf services can be identified. This study aims to identify, analyze, and develop appropriate strategies to enhance wharf services at Tanjung Kalian Port using the regional approach method.
Based on the performance condition analysis of the wharf services at Tanjung Kalian Port, the BERTH OCCUPANCY RATIO (BOR) is calculated at 51.4%. This indicates that the presence of only one Movable Bridge (MB) Wharf has resulted in less effective berthing and cargo handling times. Moreover, high tidal conditions and strong winds further hinder the berthing process of vessels at the wharf. The analysis using the Regional Approach method reveals improvements in operational performance. The percentage of waiting time (balance delay) decreased from 70% to 50%, while track efficiency increased from 30% to 50%, indicating higher operational efficiency. The smooth operation time of vessel services before the balance adjustment was 179.692 minutes, whereas after the balance adjustment, it improved significantly to 99.125 minutes.
