Abstract

In the context of global interdependence, the One Health approach transcends the traditional boundaries of public health administration and clinical medicine, positioning One Health management at the intersection of science, public policy, and governance. Diseases are not isolated phenomena, generated exclusively by pathogens and individual biological vulnerabilities, but rather complex processes emerging at the interface between ecosystems, animal populations, and human communities, shaped by economic, political, and social dynamics. Therefore, a systemic understanding of health needs a systemic, collaborative management approach capable of integrating perspectives and expertise from diverse fields: human medicine, epidemiology, veterinary medicine, ecology, economics, sociology, and public policy.

The following interconnected aspects of One Health management are presented: the conceptual perspective, the strategic perspective, and the operational perspective. These illustrate that One Health management stands for an integrative framework that articulates values, principles, governance structures, and operational mechanisms, with a view to the sustainable management of global health, the minimization of health risks, and the strengthening of global resilience in the face of health emergencies.

One Health management cannot be reduced to a mere administrative tool for coordinating several separate and unconnected sectors of activity that con-duct individual, fragmented, and linear analyses. On the contrary, it requires complex inter-institutional approaches – often interdisciplinary in nature – based on collaboration, cooperation, partnerships, and systems thinking.
