Abstract

The enactment of Village Law No. 6 of 2014 underscores the importance of community participation in rural development, with the overarching aim of achieving self-reliance and enhancing community welfare. However, in Semarang Regency, the level of women’s involvement in village development planning has experienced a noticeable decline. This is evidenced by a 2.57% decrease in the Gender Empowerment Index (GEI) in 2022, particularly in the village of Bergas Kidul. Despite being key human resources with notable resilience and potential, women continue to be underrepresented in strategic and meaningful roles within the development process. Bergas Kidul possesses substantial potential across various sectors, including agriculture, tourism, micro, UMKM, and aquaculture. Nevertheless, several critical challenges remain. These include limited market access for local products, inadequate information management systems, and the underutilization of digital technology to support empowerment and stimulate economic growth. To address these issues, this initiative proposes a comprehensive program centered on empowering women through enhanced literacy in technology and information systems. The proposed activities comprise digital marketing training, the establishment of PELITA DESA (Perempuan Penggerak Literasi dan Informasi Desa), and the facilitation of digital-based village development planning. These efforts are designed to strengthen women’s capacities in resource management, planning, and leadership—ultimately contributing to local economic advancement and sustainable development. The primary objective of the program is to promote active female participation, integrate technology-driven solutions into village planning, and stimulate inclusive economic development. By equipping women with relevant technical skills and leadership competencies, the initiative aims to position them as transformative agents capable of addressing local challenges, driving economic progress, and enhancing the overall welfare of the village community.
