Trade Facilitation and Cross-border E-commerce Exports: Evidence from 38 Countries along the China-Europe Corridor

- Abstract
This study constructs a five-dimensional trade facilitation measurement system that extends the conventional Wilson-Otsuki framework with a policy-responsive “Smart Ports and Interconnectivity” dimension, reflecting China’s 2026 Cross-border Trade Facilitation Special Action. Using panel data from 38 countries along the China-Europe Corridor (2010–2024, 504 observations) and employing principal component analysis (KMO = 0.853) with an augmented gravity model, three principal findings emerge. First, the composite Trade Facilitation Index significantly promotes China’s cross-border e-commerce exports (coefficient 2.589, p < 0.01). Second, among the five sub-dimensions, Logistics Efficiency exerts the strongest effect (4.79), followed by New Trade Formats (3.75) and the newly introduced Smart Ports dimension (1.53). Third, interaction analysis suggests a larger facilitation effect in developing regions, consistent with diminishing marginal returns. Policy priorities are identified for the 29 measures of the 2026 Special Action.
