Abstract

Sports tourism in Indonesia has become a significant driver of regional economic and social development, with football competitions serving as key attractions that stimulate travel, spending, and tourism-related activities. Since the early 2000s, the Indonesian Football Association (PSSI) has faced internal leadership fragmentation, resulting in disintegrated organizational structures and governance challenges in managing League-1 football events. Additionally, the COVID-19 pandemic-imposed health and social restrictions that disrupted league operations, forcing postponements and matches without spectators. These disruptions tested the dynamic capabilities of event organizers in adapting operations and managing stakeholder relationships. This study aims to analyze strategic responses in the operational management of League-1 football competitions through the lens of Dynamic Capabilities Theory. A qualitative approach was employed, with data collected through in-depth interviews and document analysis. The findings reveal that successful stakeholders demonstrate three core dynamic capabilities: sensing regulatory and market shifts, seizing new opportunities for collaboration, and reconfiguring operational structures. This research contributes to the theoretical development of Dynamic Capabilities within the context of sports event management and offers practical recommendations for key stakeholders, including federations and league organizers, within Indonesia’s sports tourism sector.
