Abstract

This paper systematically compares and analyzes the differences in engineering quality control systems between China and Sri Lanka. The research indicates that: (1) At the institutional level, China has established a three-tiered system of “government supervision, social supervision, and enterprise self-control” with well-developed regulations, whereas Sri Lanka relies primarily on contractual agreements, international standards, and third-party consultancies, lacking systematic national-level institutional support. (2) In process control, China emphasizes hierarchical acceptance (sub-item/division works), standardized documentation, and multi-party collaboration. Sri Lanka weakens process documentation requirements, suffers from insufficient design coordination, and exhibits subjectivity in acceptance criteria. (3) Regarding quality acceptance, China implements a five-level hierarchy (inspection lot → sub-item work → division work → unit project → final completion), featuring strict procedures and multiple stakeholders. Sri Lanka lacks clear hierarchical divisions, relies heavily on full inspections and contractual stipulations, with minimal government involvement. Based on these findings, optimization recommendations for Chinese-funded projects in Sri Lanka are proposed: enhancing efficiency through workflow optimization; establishing an integrated management model combining ISO 9000 and Excellence Performance frameworks; strengthening claims management and knowledge transfer; and implementing precision control via BIM, 3D laser scanning, and computer vision technologies. This research provides theoretical references and practical pathways for the localization of overseas engineering quality management systems.
