Evolution and Impact of National Quality Infrastructure: An Analysis from the New Quality Productive Forces Perspective

Abstract

New quality productive forces (NQPF) represent a leap in productivity development, characterized by innovation-driven growth and high-quality development. The National Quality Infrastructure (NQI), as a critical infrastructure supporting quality improvement, plays a vital role in forming and developing new quality productive forces. Based on a survey of 40 companies across traditional and emerging manufacturing sectors, this paper analyzes the intrinsic relationship between NQI and new quality productive forces through both theoretical and empirical perspectives. The study systematically examines successful cases in different industrial sectors, focusing particularly on engineering machinery and new energy vehicle industries. The findings reveal that NQI significantly impacts the development of new quality productive forces through multiple dimensions, with correlation coefficients exceeding 0.84 among capability measures. Analysis of variance demonstrates significant industry-specific differences in NQI implementation (< 0.001), while development stage analysis reveals clear capability evolution patterns from initial stage (ISC=4.58) to maturity stage (ISC=6.04). The research contributes to both theoretical understanding and practical guidance by proposing an integrated framework for NQI support mechanism optimization. Results suggest that differentiated approaches should be adopted for different industries and development stages, while maintaining systematic integration of various NQI support elements.
