- Abstract
Digital transformation of villages has become a national priority in Indonesia. However, challenges remain in aligning infrastructure readiness with effective governance practices. This study aims to conceptualize the KENDI Village Model as an adaptive framework that integrates openness, digitization, and innovation, and to evaluate community readiness for its implementation. We combined an existing literature review with a survey of village officials and residents in Malang Regency. The literature review explored ideas about flexible governance and digital public administration, while the survey examined community readiness, opinions, and expectations regarding digital governance. Results show near-universal smartphone ownership and daily internet use among respondents, but functional digital literacy and engagement with village e-governance platforms remain inconsistent. Respondents expressed high demand for digital services, particularly civil registration, budget transparency, and public health data, as well as strong willingness to collaborate in system design. Perceptions of transparency were positive, but pointed to underdeveloped reporting mechanisms, highlighting opportunities for real-time infographic-based information dissemination. These findings confirm that successful rural digital governance requires coordinated progress in technology implementation, institutional capacity building, and community participation. By integrating flexible governance principles into the KENDI model, this study contributes a scalable and culturally contextual framework for inclusive and adaptive digital governance. These implications apply to policymakers and practitioners seeking sustainable village digitalization strategies, while future research should develop prototypes and field test the village KENDI model.
