- Abstract
This study systematically reviews the conceptual evolution, theoretical foundations, and practical models of marine ecological protection compensation. First, the evolution of the compensation concept is analyzed, and a theoretical framework is discussed, centering on externality theory, public goods theory, ecosystem service value theory, and sustainable development theory. Second, particular attention is given to China’s policy practices and innovative mechanisms in the two key areas of water quality compensation and fisheries compensation. The findings indicate that, although the existing compensation mechanisms have achieved initial success, their effectiveness in addressing issues such as the degradation of typical ecosystems and marine ecological disasters remains limited. It is recommended that a well-structured compensation mechanism focused on typical marine ecosystems be established. By broadening financing channels and improving compensation policies, standards, and mechanisms, the overall effectiveness of ecological compensation can be enhanced, thereby providing institutional support for the coordinated advancement of marine environmental protection and socioeconomic development.
