The 2025 4th International Conference on Public Service, Economic Management and Sustainable Development (PESD 2025) was successfully held from 26 to 28 September 2025 in Dali, China, facilitating a cross-border academic dialogue. The proceedings reflect the rigor of fieldwork and data analysis, and thoughtfully consider how to make the world more sustainable.

The conference showcased the interweaving of data modeling and concerns for civic life, as well as the dynamic interplay between technological advancement and institutional resilience. We are pleased to feature four keynote speakers who shared diverse insights from multiple cognitive dimensions: Prof. Qihui Chen (China Agricultural University, China) employed a fuzzy regression discontinuity design to evaluate China's "Energy-Saving and Carbon-Reduction Action Plan for the Top 10,000 Energy-Consuming Enterprises". His research demonstrates that this energy-saving policy significantly promotes green innovation among industrial firms. Assoc. Prof. Yahua Xu (Central University of Finance and Economics, China) analyzed the effects of social media sentiment in predicting returns in the crude oil market, and disentangled its information and noise components. Prof. Md. Mamun Habib (Independent University, Bangladesh) innovatively applied Supply Chain Management (SCM) theory to the field of education, elaborating on the construction of technology-enabled sustainable educational supply chains for the post-pandemic era. Prof. Syed A. Rehman Khan (Xuzhou University, Iran) comprehensively explored how a technology-driven circular economy can enhance corporate environmental performance, foster eco-friendly business models, and ultimately shape a sustainable future for business.

The oral presentations and poster presentations covered a wide range of topics such as the digital economy, green finance, ESG performance, public data governance, regional collaborative innovation, consumer behavior, rural revitalization, and cultural tourism development. These studies are methodologically rigorous, supported by solid data, and demonstrate a strong sense of practical concerns and features of interdisciplinary integration in their problem awareness. For example, several scholars examined the driving impact of digital economy on natural resource efficiency, manufacturing upgrading, and the value realization of ecological products. A number of scholars explored the effects of social structural transformation on economic behavior from intergenerational support and digital financial inclusion. These findings not only enrich the theoretical accumulation in related fields but also provide valuable references for decision-making and industrial practice.

We hope that researchers will find perspectives that resonate with their work and encounter new questions worthy of further exploration from the proceedings, which offer solutions grounded in real-world problems. It is our aspiration that scholars worldwide will continue to jointly explore the long-term goals of public service equalization, economic management refinement, and the normalization of sustainable development.
