Abstract

Artificial intelligence has become a national strategic priority as it becomes more popular at the social level. The degree of public attention to it has gradually become an important indicator of local technology acceptance and the construction of a digital society. Existing studies have mostly focused on technology diffusion or industrial layout, and there is a lack of systematic quantitative analysis on the mechanism of how policy and market factors jointly influence the level of attention to AI. Based on the Baidu search index data from 2021 to 2023, this paper measures the AI awareness of 31 provinces and prefectural-level cities in China. It constructs a benchmark regression model to analyze the variables of local government policy intensity and market environment. The study finds that: 1) the frequency of local government policies significantly increases local AI attention; 2) the market environment also has an important impact on AI attention, and there is an interaction effect between the two; 3) there is a significant imbalance between different regions, with the eastern region showing a “policy-market synergy”, while the central and western regions are more dependent on policy-driven. This paper provides quantitative support for understanding the social structure mechanism of AI cognitive diffusion and provides a basis for local governments to optimize AI popularization and industrial policies.
