- Abstract
The deep restructuring of global high-tech industry chains presents a critical challenge characterized by asymmetric dependencies and escalating competition among China, the US, and the EU. Therefore, this article constructs a three party non cooperative game model. Next, we integrate complex network theory to quantify node connectivity strength and vulnerability within the industry chain. Finally, multi-agent simulations are employed to dynamically evolve strategies under diverse policy combinations. Results reveal that global cooperation agreements significantly reduce reconstruction costs by 29.19%, while the EU’s “Strategic Autonomy” policy increases its payoff from 50 to 52. This study provides quantitative decision-making support for navigating high-tech chain restructuring through our novel game-network framework.
