The Effect of the Selection Process on Merit System Outcomes in Civil Servants of Padang City: The Mediating Role of Merit Criteria and the Moderating Role of Demographic Factors

Abstract

The implementation of the Merit system is a key component of the broader bureaucratic reform agenda, which was initiated with the objective of establishing a neutral and impartial bureaucracy that is capable of serving the public interest and is free from the influence of corruption, collusion, and nepotism. In pursuit of this objective, the Government of Indonesia has initiated the introduction of the Merit system in the context of State Civil Apparatus Management. This study aims to determine the effect of the selection process on the output of the merit system with the mediating role of merit criteria and the moderating role of demographic factors. Data collection was carried out by distributing questionnaires online. A sample of 432 employees was taken using random sampling technique. Data analysis techniques using Structural Equation Modeling (SEM) with SEM-PLS analysis tools. The results demonstrated that the selection process had a favorable impact on merit criteria and merit criteria had a beneficial effect on the output of the merit system. Merit criteria were identified as a mediator between the selection process and the output of the merit system. However, demographic factors were found to be ineffective in moderating the effect of the selection process on merit criteria.
