Website: https://www.icpmis.com/ As digital intelligence continues to reshape public governance and societal development, the interplay between public management and intelligent technologies has become a focal point of global academic discourse. In this context, the 2025 5th International Conference on Public Management and Intelligent Society (PMIS 2025) was successfully held from March 21 to 23, 2025, in Hangzhou, China. The conference served as an interdisciplinary platform to advance dialogue and research on digital governance, intelligent decision making, public service innovation, and the evolving relationship between technology and society. This year’s PMIS 2025 attracted over 80 participants from universities, research institutions, government agencies, and industries across multiple countries and regions. The organizing committee received a total of 88 submissions, of which 28 high-quality papers were accepted after a rigorous peer-review process. The conference featured a rich technical program structured around two major tracks: Digital Public Governance and Technology and Intelligent Society, encompassing topics ranging from smart cities, e-government, data-driven policy, to AI ethics and social computing. The conference was honored to host a distinguished lineup of keynote speakers whose insights significantly enriched the academic depth and practical relevance of PMIS 2025. Prof. Kittisak Jermsittiparsert from the University of City Island, Cyprus, delivered a keynote on the impact of innovation climate, innovation processes, management innovation, and team innovation on product development in Thailand, offering valuable perspectives on fostering innovation within public and private sectors. Assoc. Prof. Nur Azaliah Abu Bakar from Universiti Teknologi Malaysia presented on AI enabled enterprise architecture, discussing how artificial intelligence is transforming higher education institutions by enhancing learning experiences, streamlining operations, and future-proofing academic structures in the digital age. Meanwhile, Assoc. Prof. Thinagaran Perumal from Universiti Putra Malaysia provided an inspiring perspective on the convergence of artificial intelligence and the Internet of Things (AIoT), emphasizing a consumer-centric approach that leverages real-time data and AI algorithms to personalize digital experiences. His keynote explored how AI-powered IoT systems are revolutionizing smart homes, wearable devices, and connected services while addressing critical considerations such as privacy, ethics, and inclusivity. Together, these keynote speeches not only deepened the theoretical understanding of public management in the context of intelligent technologies but also offered actionable strategies for real-world implementation in the digital society. The proceedings of PMIS 2025 collect the latest advancements and discussions across a diverse range of topics that reflect the interdisciplinary essence of the conference.
