It brought together scholars and researchers from national and international universities and research institutes, who conducted in-depth academic discussions on cutting-edge interdisciplinary topics in public management and intelligent society. This proceedings volume compiles a selection of scholarly contributions from the conference, and aim to present interdisciplinary, internationally informed, and practice-oriented research explorations, and provide valuable references for academic exchanges and practical innovations in related fields. The conference featured a rigorous, well-structured agenda with a comprehensive session program, integrating international perspectives and regional insights. The agenda included an opening ceremony, keynote speeches, oral presentations, poster sessions, and a closing ceremony. Professor Kannimuthu Subramaniyam from Kalpagan Engineering College and Associate Professor Azhar Imran Mudassir from Beijing University of Technology were invited to deliver the keynote speeches. Scholars from multiple institutions delivered oral presentations sequentially, fostering a positive atmosphere of cross-national academic exchange and intergenerational scholarly interaction, which fully demonstrated the openness, inclusiveness, and professional rigor of international academic conferences. The papers included in this proceedings volume closely align with the core theme of the conference, and feature broad research perspectives, diverse topical coverage, and a balance of theoretical depth and practical orientation. The research focuses on the empowerment of modern governance through intelligent technologies, covering technical application areas such as smart transportation, public security and risk mitigation, and digital supervision; delves into public management domains including livelihood security, social services, and mental health; addresses practical challenges such as industrial resilience, supply chain optimization, and low-carbon development; and explores cutting-edge topics including cultural heritage revitalization, online public opinion governance, and AI applications in education. These papers employ a diverse range of methodologies such as quantitative analysis, case studies, bibliometric analysis, and experimental verification, fully embodying the characteristics of interdisciplinary research and the international academic articulation of context-specific local issues. As a key manifestation of the academic exchanges at PMIS 2026, this proceedings volume not only demonstrates the enormous potential of interdisciplinary collaboration in addressing complex social problems, but also provides practical and substantive academic insights for the development of the intelligent societies. We hope it will stimulate further in-depth international collaboration and intellectual exchange, and advance research in public management and the intelligent society into new frontiers.
