Website: https://r3ai.in/ The rapid evolution of Artificial Intelligence (AI) has significantly transformed modern societies, industries, and governance systems. While AI offers immense opportunities for innovation and efficiency, it also introduces critical challenges related to trust, ethics, security, and regulatory compliance. In this context, the theme of Responsible, Risk-Aware, and Regulated Artificial Intelligence (RRRAI) has gained increasing importance, ensuring that technological advancements align with societal values and sustainable development goals. This volume presents the proceedings of RRRAI, bringing together a diverse range of research contributions that address contemporary challenges and advancements in artificial intelligence, machine learning, cybersecurity, Internet of Things (IoT), and intelligent systems. The chapters reflect an interdisciplinary perspective, combining theoretical developments with practical applications across domains such as healthcare, smart cities, finance, agriculture, and cyber-physical systems. Responsible AI, Governance, and Security A key strength of this volume lies in its focus on responsible and trustworthy AI systems. Contributions such as “Blockchain Empowered E-Voting: A Transparent and Scalable Solution” and “Empowering Human Trust and Privacy in IoT Ecosystems: A Blockchain-Sharded MQTT Framework” explore secure, decentralized, and privacy-preserving architectures. Further, “Responsible Artificial Intelligence: A Comprehensive Review of Frameworks, Principles, and Practices” and “Regulating Artificial Intelligence Beyond the Limits of Traditional Legal Frameworks” provide critical insights into governance, ethics, and regulatory perspectives. In cybersecurity, works such as “Detecting Fileless Malware Attacks Through Windows Registry Analysis” and “Malware Detection Using NLP-based Hybrid Feature Analysis” address emerging cyber threats and defense strategies. Healthcare and Biomedical Applications The application of AI in healthcare is prominently reflected in several contributions. Chapters such as “Explainable Parkinson’s Disease Detection Using PaHaW Handwriting Signals and Novel Motion Biomarkers”, “Intelligent Prognostic Systems for Brain Tumor Analysis Using Advanced AI”, and “Multimodal Fusion for Differential Disease Diagnosis” demonstrate the use of advanced AI techniques for accurate diagnosis and prediction. Additionally, “A Smart IoT-Enabled Health Monitoring Framework for Safe Remote Healthcare” and “Machine Learning-Enabled Menstrual Cycle Prediction and Analytics” highlight the role of AI and IoT in personalized and remote healthcare systems. Smart Cities, IoT, and Sustainable Systems Several chapters focus on intelligent infrastructure and smart city applications. “AI-Powered Smart Civic Issue Management System” and “AI-Based System for Emergency-Aware Traffic Control” illustrate how AI can enhance urban governance and mobility. Contributions such as “Intelligent Campus Energy Management” and “Prototype Wi-Fi Enabled Energy Efficient Solar Panel Surface Cleaning System” address sustainability and energy optimization. Moreover, “AI-Driven Detection of Waste Hotspots in Surface-Water Bodies” highlights the use of AI for environmental monitoring and conservation. Advanced AI Models and Intelligent Systems The proceedings also showcase advancements in deep learning and intelligent algorithms. Works such as “Focused CNN Framework for Multi-Focus Image Fusion”, “MFIF: Attentive Multi-Focus Fusion Network (AMFFNet)”, and “Hybrid Transfer Learning Using VGG Networks for Ear Biometric Recognition” highlight innovations in computer vision and pattern recognition. Additionally, “Modelling Generalization Under Distribution Shift for Malware Detection” and “Burst-Aware Hybrid Temporal–Graph Model for Yelp Fraud Detection” demonstrate robust AI modeling techniques for complex real-world scenarios. Industry, Economy, and Social Applications AI-driven solutions for industry and societal applications are also well represented. Chapters such as “TalentIQ: Intelligent Candidate Evaluation and Recruitment”, “EVALPRO: AI-Based Recruitment and Skill Assessment Platform”, and “Job Risk Prediction & Career Assistant” focus on intelligent workforce solutions. Furthermore, “Influence of Credit Access and Policy Transparency on SME Performance” and “KalaHeart – A Marketplace for Local Artisans” highlight the socio-economic impact of AI technologies. We would like to express our sincere gratitude to all authors for their valuable contributions, to the reviewers for their insightful feedback, and to the organizing team for their dedicated efforts in making this publication possible. This volume stands as a collective effort of the academic and research community committed to advancing responsible and impactful AI.
