Abstract

This study aims to evaluate the implementation of Barru Regency Regulation No. 7 of 2021 concerning Facilitation, Protection, and Empowerment of Cooperatives and Micro Businesses in the context of maritime economic development. The research focuses on analyzing the suitability of regional policies with the principles of the blue economy and the institutional capacity of coastal cooperatives. This research uses a descriptive qualitative approach with content analysis techniques on local regulation documents, secondary data, and supporting literature. The results show that the implementation of the local regulation has not integrated the geographical characteristics of Barru as a coastal area. The articles in the local regulation are general in nature and do not address the needs of fishermen’s cooperatives or marine-based MSMEs. On the other hand, institutional initiatives such as the Merah Putih Cooperative with its cold storage business unit have emerged and have the potential to become a model for community-based blue economy implementation. In conclusion, Local Regulation No. 7 of 2021 has not been effective in promoting the strengthening of the local maritime economy due to the lack of sectoral policy specifications and weak coordination between actors. This study recommends the need to revise the local regulation by adopting the principles of the blue economy and strengthening coastal cooperative institutions to be in line with sustainable development.
