Abstract

This study explores the initial impacts of energy policy adoption on small and medium-sized enterprises (SMEs). Utilizing the Antecedents-Decisions-Outcomes (ADO) framework, the research examines how key antecedents regulatory pressures, organizational factors, and market forces influence SMEs’ strategic decisions on energy policy adoption, responses, and interactions. These decisions subsequently affect financial outcomes, operational performance, and long-term sustainability. A systematic review of empirical and theoretical literature from 2008 to 2023 identified 20 relevant articles. The findings reveal that while cost reduction, regulatory compliance, and operational efficiency drive SME decisions, significant challenges remain, including financial constraints and complex policy landscapes. The study underscores the need for tailored energy policies, enhanced public-private partnerships, and long-term investments in energy-efficient technologies to support SMEs. Future research should focus on regional differences, non-financial outcomes such as corporate social responsibility, and innovation adoption to improve SME competitiveness and sustainability. Comparative studies across sectors, alongside real-time data analysis, are essential for developing strategies that help SMEs overcome energy policy challenges.
