Budgetary Oversight and Environmental Policy in Coastal Regions: A Systematic Review

Abstract

This study provides a comprehensive systematic review and bibliometric analysis of scholarly research on budgetary oversight and environmental policy in coastal regions from 2014 to 2024. Using data retrieved from major scientific databases and analyzed with Biblioshiny and VOSviewer, the study evaluates 1,559 documents from 318 sources with an annual growth rate of 15.91%. Performance analysis highlights that Sustainability (Switzerland) is the most prolific journal with 272 articles, while leading institutions include Wageningen University and Research and the Commonwealth Scientific and Industrial Research Organisation (CSIRO). Country-level analysis indicates that China, Australia, and the United Kingdom generate the highest scientific impact, both in terms of publication output and average citations. Keyword co-occurrence analysis identifies “environmental policy,” “sustainable development,” and “climate change” as the most frequent research themes, reflecting the global emphasis on integrating fiscal accountability with sustainability objectives. Collaboration network mapping reveals a highly interconnected community of authors, with Zhang Y and Li H emerging as central contributors to the field. Overall, this review demonstrates that research on budgetary oversight and environmental governance in coastal regions is experiencing significant growth, with increasing international collaboration and interdisciplinary engagement. The findings underscore the importance of aligning budgetary control mechanisms with environmental sustainability to address climate change, coastal vulnerability, and resource management challenges worldwide.
