Mapping Perceptions and Policy Gaps in Maritime Public Services among Coastal Communities in South Sulawesi

- Abstract
This study investigated community perceptions of coastal public service governance in five regencies of South Sulawesi Province: Bulukumba, Jeneponto, Pangkep, Selayar, and Takalar. Using a quantitative descriptive approach, data were collected from 150 respondents aged 17 years and above who were directly or indirectly involved in coastal economic activities. Perceptions were assessed across five governance dimensions: accessibility, transparency, responsiveness, equity, and satisfaction. Statistical analyses, including reliability testing, ANOVA, correlation, and regression, were conducted to evaluate performance differences and interrelationships among variables. The results revealed significant variations among regencies (p < 0.05) and consistently strong, positive correlations among all dimensions (r = 0.77–0.83). Pangkep and Takalar showed higher accessibility and transparency scores, while Jeneponto had the lowest levels across all dimensions. The regression model confirmed that transparency and responsiveness were the strongest predictors of public satisfaction. These findings provide empirical evidence that strengthening openness, fairness, and institutional responsiveness enhances community satisfaction and trust, thereby contributing to the achievement of Sustainable Development Goals 14 and 16 through participatory and accountable coastal governance.
