Abstract

This article analyzes the role of the Regional House of Representatives (DPRD) of Bulukumba Regency in carrying out its oversight function over the Free Uniform Program implemented by the District Education Office. Legislative oversight is viewed as a key instrument to ensure accountability, transparency, and the effectiveness of public policy at the regional level. Using a descriptive qualitative approach, the study explores the mechanisms, forms, and challenges of DPRD oversight through in-depth interviews, field observations, and reviews of official documents. The findings reveal that the DPRD has conducted supervision through working meetings, field visits, and budget evaluations; however, these efforts remain largely administrative and have yet to fully adopt performance-based policy evaluation. Factors affecting the effectiveness of oversight include limited institutional capacity, lack of integrated data systems, and a politically compromising relationship between the legislative and executive branches. Nevertheless, there is a positive trend toward greater information openness and public participation in the oversight process. These findings affirm that the effectiveness of DPRD oversight depends not only on formal institutional structures but also on political commitment, professionalism, and the application of good governance principles to achieve accountable and equitable local governance.
