Abstract

This study aims to understand the dynamics of the governance of the Lae-Lae Island reclamation in Makassar City using a descriptive qualitative approach. This approach was chosen to explore how the implementation of collaborative governance takes place amidst conflicting interests between the government, the private sector, and coastal communities. Data were collected through in-depth interviews, field observations, and analysis of relevant documents and literature. The results indicate that the implementation of collaborative governance has not been fully effective due to weak communication between actors and the dominance of power in the decision-making process. Community resistance to the reclamation has become an alternative form of participation that has actually encouraged the emergence of new collaborative mechanisms based on solidarity and ecological justice. This study emphasizes the importance of recontextualizing coastal governance to be more inclusive, participatory, and responsive to local community aspirations.
