- Abstract
Earlier studies have shown that the central and local government have been often used to support companies in taking over community land and has been used it for many years for investments. Sometimes the locals have been evicted from their land, as occurred in the gulf of Kupang regency by 1992 during the New Order regime; however, in this case it has recently been restored in decentralization era. This article aims to analyze how the land grab of 3.720 ha could be restored to the local community. Data has been collected through in-depth interviews, observation, and secondary data. Findings show that there is a conflict of authority between central of Indonesia and local government of Kupang regency. The powerful local government of Kupang regency has been supported by traditional institutions and the peasant community, successfully retrieved the land from a national investor, “forcing” the central government to put aside the national salt industrial agenda and accept the land as an example of land reform.
