Abstract

The local election system in Indonesia has undergone several changes in recent decades, making it interesting to examine how local elections affect community welfare. This study aims to conduct a comparative study of the local election system in Indonesia with several other countries, namely the Taiwan, United States, the Netherlands, and France, in constitutional terms to examine the reconceptualization of the local election model so that local elections have an impact on improving the welfare of the community in the region. The contribution of this research is to contribute to the development of election law in Indonesia, particularly local elections, specially designs or models that have an impact on public welfare. The research method used in this legal article is normative jurisprudence, using a comparative method with qualitative studies based on primary and secondary source documents to analyze the conceptual model of how local elections impact public welfare. The findings or results of the research in this article are a comparison of local election systems from various countries around the world. There are several election models, namely regional heads appointed by the central government or higher authorities, regional heads elected by regional councils, and local elected directly by the people through general elections. The local government election system that has a significant impact on public welfare is the system in which regional heads are elected by higher-level governments or local councils, which is more effective in improving public welfare than direct elections by the people. This study recommends changes to the local government election system in Indonesia, particularly regulatory changes, to ensure that the impact of elections on local areas contributes to public welfare.
