Integrating Social Capitals in Disaster Risk Reduction Policy: Evidence from the Sister Village Program in Magelang, Indonesia

Abstract

This study aims to investigate the social-capital approach in disaster mitigation policy of Magelang Regency with regard to Sister Village Program as a program on the field. Given the region’s proximity to Mount Merapi and its high level of risk, the local Government has proposed framework of partnership between disaster-prone villages and host village in order to support each other for evacuation facility, logistic as well as community empowerment. This article uses a case study and a qualitative research approach, collecting data through observations, in-depth interviews and document analysis. The results demonstrate that social capital (trust, norms and social networks) enables a more efficient preparedness, reinforces solidarity and enhances the process of post-disaster recovery. Nevertheless, obstacles for program implementation such as infrastructure inequity, no periodical policy monitoring and evaluation as well local culture opposed the success of the policy in disaster risk reduction, as can be found by case of one community-based initiative where economically productive activities were intended to establish emergency disaster funds through economic activities like catfish farmings in Tlogolele and Mertoyudan Village describes how social capital play a role in enhancing sustainable resilience. Finally, social capital and local wisdom, with proactive community actions should be accounted for as part of public policy in supporting community based disaster risk management.
