- Abstract
Talent is an important indicator for measuring a country’s comprehensive competitiveness. Core cities have become talent innovation clusters. But the attractiveness of small and medium-sized cities still needs to be improved. This topic takes the vigorous implementation of the “Talent Revitalization of Weifang” action in Weifang as the starting point to research the working mechanism of scientific and technological talents in Weifang in the new era. We comprehensively summarize the achievements of talent work at key links such as attracting, nurturing, retaining, and utilizing talents. We can build a regional innovation talent highland. We propose feasible ideas to address the issues of insufficient innovation capability, limited support scope, weak introduction of concepts, and suboptimal development environment. At the same time, it also provides guidance and theoretical basis for small and medium-sized cities to improve the work of attracting and nurturing scientific and technological talents.
