Abstract

This Paper analyzes the reasons for the political failure of the constitutional movement in the late Qing dynasty by comparing the similar operating mechanisms and institutions of the constitutional reforms in China and Japan at the end of the 19th Century and the beginning of the 20th Century, as well as how the different monarchical cultural differences between China and Japan, the ethnic conflicts within the Qing Empire and powerful feudal forces in the traditional Chinese bureaucratic society led to the ultimate failure of the constitutional movement in the late Qing Dynasty, made local elites and intellectuals disappointed with the Qing Empire, and finally caused the internal downfall of the Qing government.
