- Abstract
Cross-border telecom fraud severely threatens public security in the Lancang-Mekong region. Studying Cambodia, Laos, Myanmar, Thailand, and Vietnam reveals that governance dilemmas stem from legislative disparities, uneven law enforcement capabilities, and local interference, hindering judicial cooperation. This study proposes strengthening institutional arrangements for joint law enforcement and mutual evidence recognition under the Lancang-Mekong Cooperation mechanism. It further introduces digital Empowerment, utilizing a regional intelligence-sharing platform and blockchain-based evidence preservation to construct a new collaborative governance model, enhancing regional law enforcement efficiency through technology.
