Abstract

This study examines the implementation of the blue economy concept and strategies for marine resource management aimed at sustainability in the coastal areas of North Maluku Province. Through a qualitative approach involving in-depth interviews, field observations, and document analysis, the research reveals that while the fisheries sector shows positive growth with its contribution to GDP increasing from 12.3% in 2021 to 13.7% in 2023 the implementation of the blue economy is still at an early stage. Major challenges include a knowledge gap among coastal communities, with 68% of fishermen unfamiliar with the blue economy concept, and a 15% increase in marine waste volume over the past two years. This study also identifies significant opportunities in the development of sustainable aquaculture, marine ecotourism, and innovations in environmentally friendly seafood processing technology, with the potential to increase local community income by up to 40% within five years. Recommended strategies include enhancing education and capacity-building programs for coastal communities, strengthening environmental management policies, and facilitating sustainable investment through triple helix partnerships. In conclusion, the implementation of the blue economy in North Maluku requires a holistic and collaborative approach to balance economic growth, community welfare, and marine environmental conservation.
