- Abstract
This research is motivated by the rapid and dynamic environmental changes that require organizations to continuously develop their competencies. The study focuses on the adaptive capacity of the Personnel and Human Resource Development Agency (BKPSDM) of Southwest Papua. The research employs a qualitative method with a case study approach, adopting Clarvis & Engle’s (2013) theoretical framework, which consists of four key elements: networks, flexibility, knowledge, and integration. The results show that both internal and external networks of BKPSDM play a crucial role in enhancing the organization’s adaptive capacity, although challenges remain in managing external networks. Organizational flexibility proves to assist BKPSDM in adjusting policies and work processes swiftly in response to changes. Effective knowledge management, particularly through the use of information technology, improves decision-making processes, though evaluation mechanisms need further improvement. Good integration among various functions within the organization helps BKPSDM achieve its strategic objectives, despite communication barriers. In conclusion, these four elements play a significant role in building BKPSDM’s adaptive capacity. Recommendations include strengthening networks, enhancing flexibility, optimizing knowledge management, and improving integration between functions as strategic steps to further develop the organization’s adaptive capacity in the future.
