Strategy for Integrating Aspirations of Indigenous Papuans (OAP) in Musrenbang to Improve the Quality of Local Human Resources

Abstract

This research departs from the importance of active participation of Indigenous Papuans (OAP) in development planning, especially through the Development Planning Consultation (Musrenbang), in order to improve the quality of local human resources. The lack of integration of OAP aspirations in the Musrenbang process often leads to the incompatibility of development programs with the needs of local communities. This research aims to identify effective strategies in integrating OAP aspirations to improve the quality of human resources in Papua. The research method used is qualitative with a case study approach. Data were collected through in-depth interviews with relevant stakeholders, including representatives of OAP, local government, and civil society organizations. Analysis was conducted using thematic methods to explore patterns and key issues related to the integration of aspirations in Musrenbang. The results show that the existence of special participation mechanisms for OAP, increasing the capacity of OAP in development planning, and collaboration between the government and local organizations are key in improving the quality of local human resources. In conclusion, the strategy of integrating OAP aspirations in Musrenbang can strengthen the relevance of development programs to local needs, and contribute significantly to improving the quality of human resources in Papua.
