- Abstract
This research explores HR transformation by implementing a merit system in the BKPSDM of Southwest Papua Province, focusing on the challenges and opportunities faced in this process. Through a qualitative approach, this research utilizes the dimensions of merit system management measurement by Hickman and Lee (2001): performance appraisal, compensation, career, and training. The results show that the performance appraisal policy at BKPSDM is based on criteria that are clear, measurable, and relevant to the duties and responsibilities of employees. However, BKPSDM needs to ensure that the criteria are socialized equally among all employees so that they understand the expectations and can direct their work efforts according to the set indicators. A performance-based pay structure means that employees’ income is not only based on class or length of service but also on the results or contribution of employee performance. Career development at BKPSDM is based on employee performance, competence, and potential. However, to improve employee competencies, BPSDM needs to design competency-based continuous training methods to ensure that employees have relevant and up-to-date skills to enable them to work more effectively. BKPSDM Southwest Papua also needs to apply evaluation methods to assess the effectiveness of training programs. This evaluation aims to determine whether the training has succeeded in improving employee skills and productivity to support professionalization and the merit system.
