- Abstract
E-government uses information and communication technology to support government activities, especially public services. E-government development at DPMPTSP Southwest Papua is carried out by implementing a central government program, namely the OSS_RBA system, to support licensing services for the community. This research aims to analyze the development of e-government and factors inhibiting e-government in DPMPTSP Southwest Papua. This research uses the results of studies and research from the Harvard JFK School of Government, namely the elements of success, which include support, capacity, and value. The results showed that the development of e-government at DPMPTSP Southwest Papua has not gone well. There are still several obstacles, mainly related to the fact that many employees still do not deeply understand the OSS-RBA system, the concept of risk-based licensing, and how to process and verify documents uploaded by business actors. Another obstacle is that not all local government officials have sufficient capacity and digital skills to run OSS-RBA effectively. Many officials are still accustomed to manual licensing processes. In addition, in some areas, especially in rural or remote areas, businesses face limitations on adequate internet access to use the OSS-RBA system.
