This research uses a qualitative method, the research sources consist of primary data and secondary data, informants consist of village governments and communities. The research data was collected by means of observation techniques, interviews and documentation. The results of the study show that the productivity of the government’s performance, namely infrastructure development is in accordance with what is needed and has improved the standard of living, but there has been a cessation of development in the form of farm roads. The government is making efforts to follow up on infrastructure development even though it is not optimal due to obstacles. Second, the quality of service, namely the level of community satisfaction, is varied. Third, responsiveness consists of the village government not having good capabilities, how to prepare the priority agenda of the builder by forming a committee for the preparation of the Village Government Activity Plan (RKPDes) and Musrembang. The objectives of the policy have not been achieved and the level of community involvement is varied. Fourth, responsibility consists of the government’s response to public complaints is good enough, but infrastructure development is not in accordance with administrative principles. Fifth, accountability consists of a form of government accountability in the form of documents and tends to have very little community involvement.
